1. INTRODUCTION: Meatball 888 is a Phnom Penh–based food manufacturing and distribution company specializing in pork and beef meatballs, including traditional pork paste (bak seak). The company operates with a strong commitment to Taste, Health, and Quality, ensuring that all products are produced using carefully selected ingredients, hygienic processing standards, and controlled production methods to deliver consistent and safe food products to customers across Cambodia. As the company continues to expand its distribution network and production capacity, the need for structured human resource management has become critical. Currently, challenges such as high employee turnover, inconsistent discipline, and lack of formal HR systems are affecting operational stability. To support sustainable growth and operational excellence, the company seeks to appoint a capable and experienced HR Manager to establish structured HR systems, strengthen workforce discipline, and build a performance-driven organizational culture. VISION: To lead Cambodia’s meatball and processed meat industry by setting the standard in taste, food safety, and operational excellence. 2. Roles and Responsibilities: The role of Human Resources Manager acts as the bridge between employees and executive leadership, managing the entire employee lifecycle—from recruiting, hiring, and onboarding to training, payroll, and benefits administration. The HR Manager shall perform the duties and responsibilities outlined below, including but not limited to any additional tasks assigned by the General Manager: A. HR System Development • Develop company HR policies and employee handbook • Implement structured recruitment process • Create job descriptions for all roles • Develop KPI and performance appraisal systems • Establish disciplinary procedures and warning system B. Workforce Stability • Reduce monthly turnover rate • Conduct exit interviews and root-cause analysis • Improve onboarding and probation systems • Implement retention strategies C. Operational Discipline & Culture • Standardize rules for employees • Create customer behavior policy • Resolve internal conflicts professionally • Prevent toxic management culture D. Compliance & Legal • Ensure compliance with Cambodian labor law • Manage contracts, payroll coordination, leave records • Handle labor disputes if necessary E. Leadership & Reporting • Report directly to Director/CEO • Provide monthly HR performance report • Recommend structural improvements • Perform other duties and responsibilities as assigned by the supervisor
