Job Summary
Lead enterprise technology strategy for a dynamic telecommunications business in Phnom Penh. Drive secure, scalable IT operations, modernize infrastructure, and partner with senior leaders to enable growth, service excellence, and digital transformation.

Key Responsibilities
● Develop and execute the company’s technology roadmap aligned with business goals.
● Oversee IT infrastructure, applications, cybersecurity, and end-user support.
● Lead digital transformation initiatives to improve efficiency and customer experience.
● Manage IT budgets, vendors, contracts, and technology investments.
● Establish governance, policies, and controls to ensure system reliability and security.
● Partner with executive teams to identify technology solutions for business needs.
● Build, mentor, and lead a high-performing IT team across multiple disciplines.
● Monitor emerging technologies and recommend innovations that create business value.

● Bachelor’s degree in Information Technology, Computer Science, or a related field; Master’s preferred.
● 10+ years of progressive IT experience, including senior leadership in large organizations.
● Strong background in telecom, enterprise systems, infrastructure, and cybersecurity.
● Proven ability to lead strategic technology planning and digital transformation.
● Experience managing budgets, vendors, and cross-functional stakeholder relationships.
● Excellent leadership, communication, and decision-making skills at executive level.
● Ability to drive governance, risk management, and service continuity.
● Strong analytical mindset with a focus on business outcomes and operational excellence.
