We are seeking a hands-on and strategic IT Manager to lead the IT department and support our growth in our company. This role involves managing IT infrastructure, software development, and customer support systems, while ensuring compliance with the National Bank of Cambodia (NBC) regulations. The ideal candidate will have solid experience in Managerial IT in finance and banking industry, good leadership skills, and a practical approach to problem-solving.

• Develop and execute IT strategies and plan aligned with the business objectives and NBC regulations.
• Ensure IT governance, risk management, and compliance with NBC’s prudential regulations, including data privacy, reporting, and cybersecurity.
• Oversee the setup, maintenance, and security of servers, networks, databases, and core banking.
• Ensure systems are reliable, scalable, and secure to support daily operations and customer access.
• Lead internal development or vendor management or financial applications, CRM systems, and mobile platforms.
• Ensure software solutions are secure, scalable, and compliant with NBC standards.
• Ensure up time, quality assurance, and customer data protection.
• Manage the call center team to ensure customers inquiries are handled efficiently and professionally.
• Make sure all call center team are well trained regarding system, application and company products or services.
• Maintain up-to-date knowledge of NBC regulations related to IT, cybersecurity, and financial reporting.
• Work closely with compliance team.
• Lead and mentor IT staff and call centers, fostering corporate culture, accountability, continuous improvement.

• Bachelor’s degree in IT, Computer Science, or related field.
• Minimum 3 years of experience in managerial IT, preferably in the finance or banking industry or related industry.
• Good understanding of NBC regulations related to IT and security.
• Good leadership, interpersonal communication, and project management.
• Fluency in English.
