The Cambodia-Australia Partnership for Resilient Economic Development (CAPRED) is Australia’s flagship bilateral economic development program in Cambodia. It will focus on economic recovery and resilience over the next four years, with a possible three-year extension.

The Facility supports Cambodia in implementing necessary economic interventions and reforms to maintain the country's economic transition. These efforts aim to encourage more productive and inclusive public and private investment, promoting a resilient, inclusive, and sustainable economy (RISE).

Technical skill Conduct technical and financial analysis on energy systems, technologies and applications most suitable for the Cambodian energy context. Provide engineering input and feedback on energy efficiency related deliverables, and energy audit processes and reports. Conduct technical reviews and provide practical energy engineering advice for designing and implementing projects related to RE integration, and EE promotion. Ensure quality control and assurance for assigned intervention documents within the Energy Porfolio. Project management Conduct an analysis of the energy sector to understand the roles and incentives of relevant stakeholders and identify how CAPRED can address sector development hurdles. Provide critical analysis based on limited data and ambiguous information and propose innovative initiatives that are commercially viable and promote resilient and inclusive projects under the Energy Portfolio. Utilize a strategic zoom-out and zoom-in approach to frame intervention activities of the Energy Portfolio, adapting to dynamic changes in the broader development perspective and energy markets. Develop innovative and practical solutions that are commercially viable and align with stakeholders’ interests. Collaborate with a multidisciplinary team to conduct scoping and assessment studies for intervention design and pitching. Coordinate with the GEDSI team to ensure all GEDSI principles are incorporated into intervention design and implementation. Work with the Monitoring, Evaluation, Research, and Learning (MERL) team to assess the impact of interventions and scale up successful initiatives. Partner with the communications team to produce content and products that illustrate project impact. Collaborate with other technical teams to build synergies and enhance intervention effectiveness. Contribute to team efforts in planning, budgeting, progress updates, and report writing. Stakeholder engagement Develop and manage partnership agreements to ensure smooth and efficient implementation of intervention activities. Maintain strong relationships with the government to build consensus and influence policy. Act as the focal point for effective communication with engaged partners, monitoring and evaluating the progress of intervention activities, and capturing successful case studies of project impacts. Perform other relevant tasks and activities as requested by Domain management. Compliance Ensure stakeholders operate within Cowater and DFAT-related codes of conduct and policies, including inclusion-related policies such as Child Protection, PSEAH, antifraud and corruption, value for money, and others. Incorporate GEDSI principles in the design and implementation of interventions.
1. Leadership and Coordination Ensure the effective integration of agricultural initiatives with CAPRED’s overall objectives and cross-cutting priorities. Provide technical guidance and mentoring to Investment Managers and Officers to strengthen analytical, strategic, and operational capabilities. Contribute to work planning, budgeting, and reporting, ensuring quality, coherence, and alignment with CAPRED’s performance framework. Represent CAPRED in meetings, workshops, and forums with government, private sector, and development partners when delegated. Model ethical behaviour and uphold Australia’s and CAPRED’s reputation in line with DFAT’s Code of Conduct. 2. Technical and Analytical Responsibilities Lead sector and market analyses to identify trends, challenges, and opportunities for innovation and investment. Provide technical quality assurance across concept notes, intervention designs, partnership proposals, and intervention guides. Design, test, and refine market-driven interventions that improve productivity, enhance competitiveness, inclusivity and promote climate resilience. Identify systemic constraints and facilitate public–private collaboration to address bottlenecks and create inclusive market growth. Support the design of output-based and milestone-based contracts, ensuring technical soundness and value for money. Work closely with the Monitoring, Evaluation, Research, and Learning (MERL) team to develop indicators, assess impact, and scale successful interventions. Contribute technical insights to communications products, learning briefs, and stakeholder updates. 3. Compliance and Integration Ensure all agricultural interventions comply with Australian and Cambodian laws, as well as CAPRED, Cowater, and DFAT standards on governance, child protection, anti-fraud, and inclusion. Embed GEDSI, climate resilience, and environmental sustainability into all technical and operational activities. Coordinate with cross-cutting teams to ensure consistent and integrated approaches across domains. Work in a way that promotes social inclusion and gender equality, is sensitive to cultural and gender issues in Cambodia, and is disability inclusive. Commitment to championing gender, equality, disability and social inclusion across the Facility 4. Stakeholder Engagement Build and maintain strong relationships with government counterparts, private sector partners, development agencies, and research institutions. Facilitate partnerships that foster innovation, investment, and inclusive growth in Cambodia’s agricultural sector. Represent CAPRED in relevant working groups, technical committees, and public forums to share evidence and lessons learned.
Take on an entrepreneurial role, which requires creativity, proactive thinking, ownership, self-accountability, adaptability, resilience, and problem-solving skills. Conduct economic analysis at meso and micro levels to identify issues hindering the development of key economic sectors. Meso-level Analysis: Examine markets, value chains, supply chains, cooperatives, public and private sector enterprises, industry organisations, social networks, and policies to understand how these structures and interactions shape the economy. Micro-level Analysis: Investigate how incentives, costs, and other factors influence economic actors' production, resource allocation, market participation, and consumption decisions. Identify challenges and constraints, propose solutions/interventions, and negotiate partnerships with public and private sector partners to enhance the sector's competitiveness and inclusive growth. Work with private sector partners to develop, pilot, and scale up business models that promote inclusive growth in key economic sectors. Lead and collaborate with partners to pilot solutions, monitor progress, gather data, and scale up successful models that generate inclusive economic growth. Collaborate with the public sector to develop and implement policy interventions that improve the regulatory environment and sector competitiveness. Pitch ideas, develop concept notes, and formulate partnership agreements. Build and maintain networks with key public and private sector organisations. Compliance: Ensure stakeholders operate within Cowater and DFAT-related codes of conduct and policies, including all inclusion-related policies such as Child Protection and PSEAH, antifraud and corruption, value for money, and other policies. Represent the domain or CAPRED in meetings or events with relevant stakeholders, as the Domain requires. Collaborate with the Monitoring, Evaluation, Research, and Learning (MERL) team to assess the impact of the interventions and scale up successful initiatives. Work with the communications team to develop communications content. Ensure GEDSI principles are incorporated into intervention design and implementation. Collaborate with other technical teams to build synergies and enhance intervention effectiveness. Carry out other relevant tasks and activities as requested by the Domain management. The Investment Managers will report to the Team Coordinator.
