Audit Planning and Management Prepare and implement the Annual Audit Plan based on risk assessment of the institution’s activities. Set priorities for audit engagements based on risk level and operational significance. Review and ensure all audit activities comply with International Internal Audit Standards and professional code of ethics. Team Leadership and Development Lead, supervise, and manage the internal audit team to ensure efficiency and quality of work. Assign tasks and audit projects to team members based on their skills and experience. Provide training and professional development to improve team competency and knowledge. Evaluate staff performance and provide regular feedback. Risk Management Develop, review, and update the Risk Management Framework, policies, and procedures in line with international standards and relevant regulations. Lead the identification, assessment, and measurement of all types of risks, including: Credit, Operational, Market, Liquidity, Compliance, and Reputational. Prepare and maintain the Risk Register and Risk Heat Map to monitor risk levels and trends. Develop and propose risk mitigation strategies, including Early Warning Indicators (EWI). Monitor and evaluate the effectiveness of risk mitigation measures and report regularly to senior management. Compliance Management Develop, review, and update the Compliance Program, policies, and procedures to ensure compliance with laws, regulations, and guidelines issued by relevant authorities (such as the National Bank of Cambodia and the Ministry of Economy and Finance). Monitor regulatory changes, assess their impact on the institution’s operations, and communicate updates to relevant departments in a timely manner. Review and ensure new products, services, and business activities comply with applicable regulations before implementation. Coordinate and support regulatory inspections and ensure timely responses to information requests. Prepare monthly, quarterly, and annual compliance reports for management and/or the Board (as required). Anti-Money Laundering (AML) and Countering the Financing of Terrorism (CFT) Ensure effective implementation of AML/CFT policies and procedures in compliance with national and international regulations. Monitor and analyze suspicious transactions and report to the Financial Intelligence Unit (FIU) as required. Compliance Testing and Review Develop the Annual Compliance Testing Plan based on compliance risk assessment. Conduct compliance reviews across departments to assess the level of regulatory compliance and identify gaps. Prepare reports on compliance review findings, including recommendations for improvement and follow-up on Corrective Action Plans. Coordination and Collaboration Work closely with Internal Audit, Legal, and Operations departments to ensure effective risk and compliance management. Act as liaison with regulatory authorities and relevant external stakeholders. Communicate risk and compliance issues to senior management and department heads and provide recommendations.
