1. Define Enterprise Project Governance & Strategic Oversight

1.1. Establish and continuously enhance the Bank’s enterprise-level project governance framework aligned with strategic objectives.

1.2. Define governance standards across all strategic and transformation initiatives, ensuring alignment across business and support functions.

1.3. Advise CEO and EXCO on project prioritization, strategic investments, and execution feasibility.

2. Lead Strategic Portfolio Management (Cross-Functional)

2.1. Oversee the Bank’s strategic project portfolio across the organization.

2.2. Drive prioritization, sequencing, and resource alignment across functions.

2.3. Ensure initiatives deliver business value, ROI, and strategic outcomes.

3. Drive Enterprise Transformation

3.1. Lead and coordinate enterprise transformation programs, ensuring alignment across the organization.

3.2. Ensure consistent application of project methodologies and governance standards across all initiatives.

3.3. Resolve cross-functional risks, dependencies, and bottlenecks impacting strategic delivery.

4.Enhance Executive Visibility & Governance

4.1. Establish enterprise-level dashboards covering all strategic initiatives.

4.2. Provide consolidated insights to CEO and senior leadership for decision-making.

4.3. Facilitate enterprise steering committees to monitor strategic execution.

5. Build Enterprise PMO Capability & Governance Model

5.1. Lead and develop the Project Execution Office as a central governance and coordination function.

5.2. Define and standardize project management practices across business units and collaborate with IT PMO for alignment.

5.3. Foster a culture of accountability, execution discipline, and cross-functional collaboration.

II. Requirements

Bachelor’s degree in Business, Finance, Engineering, or related field (Master’s preferred)

Minimum 10 years of experience

Proven track record in leading enterprise-wide transformation and PMO functions

Strong experience in strategic planning, portfolio governance, and executive reporting

PMP, Agile, or Program Management certifications preferred

III. Scope & Governance Positioning

Operates as an enterprise-level governance and coordination function under CEO Office

Responsible for strategic portfolio oversight and cross-functional alignment

Works closely with IT PMO to ensure alignment with enterprise priorities, standardized reporting, and effective execution.
