The International Business Chamber of Cambodia (IBC) is a business membership not-for-profit organization. The IBC currently seeks to employ a Policy Officer to support membership services and the Government–Private Sector Forum Working Group D on Law, Tax and Governance.

This position requires a professional, detail-oriented individual with strong analytical skills and the confidence to engage with senior government officials and business leaders.

The IBC therefore invites application from persons who meet the following criteria:
 

Qualifications and Requirements:

  • Bachelor’s Degree in Law, Political Science, Economics or related discipline (Graduates from the Royal University of Law and Economics are strongly encouraged to apply)
  • Fluency in spoken and written Khmer and English
  • Excellent drafting and translation skills (Khmer ↔ English)
  • Strong analytical and research ability, particularly in legal and tax policy
  • Professional demeanor and ability to engage confidently with senior stakeholders
  • High level of integrity and discretion
  • Ability to work independently and manage multiple priorities
  • Strong attention to detail and structured thinking
  • Proficiency in Microsoft Office

Job Requirements

Principal Duties and Responsibilities:

  • Monitor, analyse and disseminate updates on legal, tax and governance developments
  • Track legislation and regulatory changes relevant to the private sector
  • Draft formal letters, position papers and policy summaries
  • Prepare briefing notes and background materials for senior meetings
  • Attend high-level meetings with government officials and business leaders; take detailed and accurate minutes
  • Support structured policy dialogue with relevant ministries and stakeholders
  • Communicate with international partners on legal and policy matters
  • Maintain accurate documentation and policy tracking systems
  • Other administrative and coordination tasks as required
