The Senior Manager, Cards Business Development is responsible for driving the end-to-end commercial strategy, profitability, and growth of Phillip Bank's debit and credit card portfolio. This role combines strategic product leadership with hands-on P&L accountability, credit policy oversight, and cross-functional collaboration to deliver best-in-class card products to our customers.

  • Full P&L ownership of the Bank’s debit and credit card portfolio, including revenue (interchange, fees, interest income), cost management, and profitability targets.
  • Develop and execute the commercial strategy for portfolio growth, activation, usage, and retention.
  • Establish and monitor KPIs including card issuance, activation rates, spend volumes, revolve rates, and fee income.
  • Define and continuously refine the card value proposition (i.e. benefits, pricing, features) to ensure market competitiveness.
  • Conduct market research, competitive benchmarking, and customer insights analysis to inform product roadmap decisions.
  • Identify and develop new card products, tiers, or features aligned with customer segments and business objectives.
  • Oversee the credit underwriting framework for card products, including scorecard design, approval criteria, and limit-setting methodology.
  • Conduct monthly portfolio reviews and recommend adjustments to credit policy based on portfolio performance, delinquency trends, and risk appetite.
  • Partner with the Credit Risk Management team to balance growth objectives against acceptable risk thresholds.
  • Own the end-to-end customer journey across digital (app, web) and physical (branch, contact center) touchpoints -- from acquisition through onboarding, usage, servicing, and retention.
  • Identify friction points and drive continuous improvement in customer experience metrics (e.g. NPS, CSAT)
  • Ensure seamless integration of card features within Phillip Bank's digital banking ecosystem.
  • Work closely with Card Operations to ensure operational excellence in issuance, fulfilment, dispute management, and lifecycle processing.
  • Collaborate with Credit Risk Management on portfolio quality monitoring, collections strategy input, and policy calibration.
  • Partner with Marketing on go-to-market strategy for new products, campaigns, promotions, and customer communications.
  • Coordinate with Digital Banking and IT on system enhancements, digital capabilities, and integration with card schemes (Visa/Mastercard).
  • Liaise with Compliance and Legal to ensure all products and communications meet regulatory requirements (i.e. NBC guidelines).

Job Requirements

  • Bachelor's degree in Business, Finance, Economics, or related field. MBA or equivalent postgraduate qualification is a plus.
  • 8–10 years in banking & finance or fintech, with demonstrated experience in product management, business development, or commercial roles.
  • Previous experience in card products (issuing or acquiring) is strongly preferred but not mandatory.
  • Strong proficiency in Excel (pivot tables, financial modelling) and data-driven decision-making. Comfort with BI tools (e.g., Tableau, Power BI) is an advantage.
  • Proven ability in cross-functional project management from conception to launch, including customer journey mapping and process design.
  • Ability to influence and collaborate across multiple teams (risk, operations, technology, marketing) without direct authority.
