Position: Procurement Manager / Strategic Sourcing Manager

Location: Cambodia (Phnom Penh-based with occasional site visits)

Reporting To: Project Director / Chief Financial Officer (CFO) / General Manager

Working Hours: Monday – Saturday (Standard Cambodian corporate/construction schedule)

Job Summary

The Procurement Manager will lead and optimize the sourcing, purchasing, and delivery of all materials, equipment, and services required for our development projects. This role demands a strategic thinker who can balance cost reduction with high quality, establish reliable supply chains (both locally and internationally), and streamline the end-to-end procurement process—from initial requisition to final on-site delivery.

Duties & Responsibilities

  • Sourcing & Vendor Management: Identify, evaluate, and build a robust network of reliable local and international suppliers, manufacturers, and subcontractors. Conduct regular vendor performance evaluations based on price, quality, delivery speed, and reliability.
  • Negotiation & Contract Management: Lead negotiations on commercial terms, bulk pricing, payment schedules, and delivery timelines to maximize cost efficiency. Draft, review, and finalize purchase agreements, service contracts, and service level agreements (SLAs).
  • Material Specification Alignment: Work closely with Technical Teams, Project Architects, and Quantity Surveyors (QS) to fully understand material specifications, technical data sheets, and required quality certifications. Ensure all ordered products match the Bill of Quantities (BOQ).
  • International Sourcing & Logistics: Oversee cross-border procurement (frequently from China, Vietnam, Thailand, or Europe). Coordinate with freight forwarders and customs brokers to manage shipping logistics, import documentation, customs clearance, and ensure compliance with Cambodian import laws.
  • Budgeting & Cost Control: Monitor market trends, commodity prices (e.g., steel, cement, specialized finishes), and currency fluctuations to anticipate price shifts. Maintain strict alignment with project budgets and provide regular cost-saving analysis reports to management.
  • Inventory & Requisition Control: Oversee the internal Purchase Requisition (PR) and Purchase Order (PO) workflows. Coordinate with Site Managers to synchronize material deliveries with construction timelines, minimizing both on-site storage bottlenecks and project delays.
  • Process Optimization: Develop, implement, and maintain standard operating procedures (SOPs) for the procurement department to ensure transparency, anti-corruption standards, and strict internal audit compliance.

Job Requirements

  • Education: Bachelor’s Degree in Supply Chain Management, Business Administration, Civil Engineering, Logistics, or a related field.
  • Experience: Minimum of 5+ years of professional procurement experience, with at least 2 to 3 years in a managerial or assistant managerial capacity. (Prior experience in real estate development, hospitality projects, civil construction, or structural steel/materials purchasing is highly preferred).
  • Technical Skills:
    • Strong familiarity with ERP procurement software (such as SAP, Oracle, or Microsoft Dynamics) and advanced MS Excel.
    • Solid understanding of international trade terms (Incoterms), shipping logistics, and Cambodian customs clearance procedures.
    • Ability to read and interpret basic technical specifications or material sample standards.
  • Languages: High proficiency in English and Khmer (both written and verbal) is required for managing local contracts and executive reporting. Fluency in Chinese (Mandarin) is a massive advantage in Cambodia for direct sourcing and negotiation with regional manufacturers.
  • Soft Skills: Exceptional negotiation, communication, and interpersonal skills. Strong ethical standards, analytical mindset, and the ability to solve complex supply chain issues under tight project constraints.
