To support the Talent and Organizational Development team in enhancing employee learning experiences through the design and delivery of digital and blended learning solutions, administration of learning systems, and effective data monitoring. This role is key in fostering a positive work culture, driving learner engagement, and ensuring the successful execution of strategic L&D initiatives. It also involves close collaboration with stakeholders to maintain Smart’s position as an employer of choice and to empower employees to perform at their best.

 

Key Responsibilities and Duties:

  • Manage and support Talent and Organizational Development initiatives, projects, and activities by delivering results. 
  • Design and create functional learning content by integrating internal and external systems to enhance digital learning experiences. 
  • Develop a blended learning model by designing programs based on functional competencies and working closely with functional leaders. 
  • Monitor and track Talent and Organizational Development data by analyzing and reporting on the effectiveness of related initiatives. 
  • Administer and maintain system functionality, ensuring updates are implemented as required. 
  • Produce regular reports to update managers and staff on mandatory training requirements and employee training records. 
  • Manage learner engagement activities through social media marketing, utilizing internal and external platforms. 
  • Support strategic processes and day-to-day operations, providing relevant information as needed. 
  • Execute any additional assignments as directed by the line manager and team.

Job Requirements

Education:

  • Bachelor’s degree in Education, Human Resources, Business Administration, or a related field.
  • Strong understanding of digitalization and data management.
  • General knowledge of program management and reporting.
  • Advanced degree or certifications (e.g., CPTD, SHRM-CP) are a plus.

Experience:

  • 1–3 years of experience in learning and capacity-building activities.
  • 1–2 years of experience in digitalization and reporting roles.
  • Hands-on experience in data management, program tracking systems, and working with digital platforms.

Skills and Competencies

Technical Skills:

  • Proficiency in MS Word, PowerPoint, and Outlook.
  • High proficiency in MS Excel.
  • Experience with digital learning platforms, reporting tools, and data tracking systems.
  • Familiarity with program management and learning operations.

Behavioral Competencies:

  • Strong written and verbal communication skills.
  • Good interpersonal skills and the ability to build rapport across levels.
  • Excellent planning, organizing, and time management skills.
  • Proactive, creative, and solution-oriented mindset.
  • Passionate about data, systems, and engaging with diverse stakeholders.
  • Growth mindset with strong adaptability and professionalism.

Languages Required:

  • Proficiency in English & Khmer (verbal and written)
