Job Description

A Good Opportunity for ..

Leading procurement and contract management.
Ensuring supplier performance and strategic relationships to enhance airport efficiency, service quality, and accountability in third-party services.
Managing end-to-end procurement for key services, including market research, tendering, and contract award.
Identifying and maintaining qualified providers, preparing contract frameworks and tender documents, and defining performance requirements, KPIs, and SLAs.
Providing data-driven recommendations, evaluating proposals for value and risk, and leading negotiations to protect the airport interests.
Building and managing the supplier relationships as the main OPD contact and ensuring the clear communication and performance alignment.
Overseeing contract administration to ensure compliance, maintaining a central repository of documents, and advising stakeholders on contract terms and performance metrics.
Identifying and reporting the risks and opportunities to optimize cost, value, and performance throughout the contract lifecycle.
Liaising with Finance, Legal, and Operational departments to align procurement with operational goals, and providing insights into costs and performance.

Job Requirements

Bachelor’s degree in Management or related field;
Proficiency in both speaking and writing in Khmer and English;
Good knowledge in computer skills (Microsoft Offices, Internet & Email etc.…);
Minimum 5–7 years of experience in procurement, strategic sourcing, contract management, supplier relationship management, and knowledge in aviation industry (airport or airlines) is a plus;
Possesses a strong understanding of contract law principles, including contract development, drafting, and lifecycle management;
Expert in tendering, supplier evaluation, and e-procurement;
Negotiation & Influencing;
Communication & Interpersonal Skills;
Strategic & Critical Thinking;
Teamwork.
